TRANSCRIPT: BulSU Prexy Candidates Presentation 2023

The Communiqué August 07, 2023 Highlighting distinct priorities for the coming years, three Bulacan State University (BulSU) presidential candidates discussed their Vision, Mission, and Development Goals in a 10 to 15-minute presentation during the public forum.


Dr. Reynold Ocampo from Graduate School Faculty of Philippine Christian University; Dr. Marwin Dela Cruz, President of Philippine State College of Aeronautics; and Dr. Teody San Andres, Executive Vice President of Bulacan State University were the candidates seeking to succeed outgoing President Cecilia Gascon after an eight-year term.


The full text of their discussion follows: Dr. Teody C. San Andres


Empowering minds, inspiring,and locking the future are the greatness of humanity. Welcome to Bulacan State University, to the panel members of the evaluators, to the dear faculty members, to non-teaching personnel and of course the heart of my Vision-Mission, my dear students. To all of you, good morning. Allow me to present the vision and mission of the Bulacan State University.


Vision: Bulacan State University is an intellectually stimulating and inclusive environment where academic excellence, innovation and ethical responsibility coverage. By nurturing the potential of each individual and fostering global engagement, we aspire to empower our students to become catalysts for positive changes as the future leaders of the country.


Mission: The Bulacan State University is committed to inspire excellence, enrich lives and empower the future leaders of our nation. We foster exceptional education, cutting-edge research, and community engagement, and provide a transformative learning environment contributing positive impact on society. From 2016 to 2023, our leadership activated a mechanism known as IQ strategy that stands for: one, internalization and externalization; second, innovation and entrepreneurship; and third, infrastructure development. Today, and going to the future days of this university, this will allow us to move forward from being a smart university, to a sustainable university, to a resilient university. Speaking of moving forward, I have the honor to present to you the TCSA’s 12-point development agenda from 2023-2027. These agendas are subdivided into five themes: Malasakit, Mahusay, Magaling, Masikap, Matatag. Ito ang mga katangian ng tunay na Bulakenyo mula sa ating lalawigan. Ang first theme is Malasakit. Realizing the people's development for institutional operator and body operator, it includes the first three agenda. One, faculty and non-academic personnel leadership development. On top of capacitating our skills, we need to prioritize work-life balance, respect to time, and even promote and provide avenues for relaxation. Second, student leadership and development. I understand that we cater a modern day generation of learners. These learners of today need more safe spaces to be heard and to hold their potential. And third, strengthen alumni engagement. We will establish the Bahay Legasiya ng Alumni. This space should allow them to visit the university and look back on the rich history of the institution. As pillars, they must be considered in our decision making. I named the second theme as Mabuhay that talks about planning and policy development. After this, the fourth to sixth agenda is emphasized. Fourth, institutional alignment to Philippine Development Plan (PDP) 2023 to 2028. Fifth, strengthen the policy implementation of Philippine qualification framework (PQM). And, sixth, promote agriculture, fisheries and natural resources programs.


Moving on, Magaling theme takes internationalization and academic development is the theme that includes the seventh to eighth agenda. Seventh, compliance to world university ranking and accreditation requirements. And, eighth, strengthening academic innovation ready for industrial revolution 4.0 and 5.0. The fourth theme speaks for Masikap and it deals with innovation and entrepreneurial community development. Under this theme are the ninth and tenth development agenda. Ninth, steering innovation and entrepreneurship. And, tenth, community development and engagement. Lastly, Matatag, that places fiscal reforms, infrastructure and government development. This highlights the eleventh and twelfth agenda, and instigate financial management reform initiative, and financial sustainability planning. Twelfth, great governance and strategic foresight. Dear colleagues, these 12 development agendas are anchored on the strategic framework of the updated PDP 2017 to 2022 and 2023 to 2028.


What we have to do in the university is to put this into action, harmonizing academic trust, and national development. I draw inspiration and in formulating this agenda through the various spaces of peace education taken from the advocacy of Dr. Ronald Adama, the VIP, the assistance for volunteer individuals for peace, the UN sustainable development goals, and more importantly, the power of education in nation-building. Remember, we cannot have sustainable development without peace or vice versa.


Now, the question is how we are going to transcend this agenda into action? At this point, allow me to share the framework aiming of redirecting the BulSU to a more inclusive, adaptive, relevant and accessible academic institution focusing on the developmental framework that I call BulSU LEADS Innovation. Building the university to last, through sustainable and unprecedented LEADS innovation. LEADS stands for leadership, excellence, adeptness, dynamism and seamless innovation. Embracing it and making it an integral part of the university operations, and making it an integral part of the university. Striving for a seamless integration of innovative ideas, and practices into all overall strategy. This framework will be achieved when all of us here in the university are properly guided by this principle. Everyone will be involved.


The realization of this framework focuses on each person, especially the students, who will become the next leaders of this nation. The Bulacan State University road map is clearly presented in our term. I am proposing to include the status of being a leading university by the year 2035 to assure that 2040 goals will be attained.


All of these are looking through strategic foresight, starting from the concept of a good grade, going to build to last. Specifically, it focuses on three important aspects. One, design thinking, which is a methodology that supports the CDIO (Conceive-Design-Implement-Operate conceptual framework). Two, complex system thinking. Three, future thinking, which is the training approach adopted by the various institutions like higher institution education. We are now in the mindset chains.


Let us all remember that good is the enemy of great, and that is one of the key reasons why we have a little that becomes great. We do not have many great schools. Principally, because we have good schools. We do not have great government, principally, because we have good government. Few people attain great lives in large part because it is just easy to settle for a good life. Build to last is the continuum approach of good to great, transitioning to headstart concept, and good to great well framework. Again, build up to breakthrough. Build to last, philosophy will be involved. Clock-building, not tell time; Go for an not or; Go more than profits; Preserve the core than stimulate progress.


Now, allow me to discuss the components of LEADS. L stands for leadership. We comply with the concept of “the right person in the right position”, in reference to level five leadership for executive, for faculty, and for non-academic personnel. All of the benefits of our students. Meanwhile, we will embark on the build-to-last paradigm of leadership continuity loop. Looking back on our strong threshold of the past and doing better from the mistakes that we had. E stands for excellence in instruction. We are known for world-class quality instructors. Through our top notchers, we are aiming now to sustain our status as a top university in accreditation, and in other national and international certification. We are now breaking barriers and boundaries in international recognition.


Moreso, you can expect that every campus will truly emerge in the flagship program that they will specialize in. We have been studying this benchmark identity that our flagship will make sure for it to happen. The medical courses in San Rafael campus; the fisheries studies in Hagonoy campus; the business school in Bustos campus; aeronautics discipline in Meneses campus; I.T. programs in Sarmiento campus; and the engineering courses in the main campus. This will be put into a clear agenda and giving study and more critical thinking before implementation.


A for adept skill, forefront innovation in education and research. We shall now open our research centers to international collaborators for excellent output and greater outcomes. Becoming a leading university takes the international arena. Let us now take off and make the more of Bulacan State University.


D stands for dynamism of our extension services. No one will be left behind while reaching first the … and underprivileged. NEDA (National Economic and Development Authority) and DOST (Department of Science and Technology) have been very supportive. Let us maximize their generosity in producing more products and services that can be utilized by the community to surely respond to the call of UN …


Dr. San Andres has exceeded his 10-minute allotted presentation time. This prompted the change of mechanics, adjusting the time limit into 15 mins. maximum.


Dr. Reynold A. Campo


I am here in front of you because the intent to serve has been part of my life.


I am a graduate of Doctor of Philosophy in Business Management Major in Strategy Management at the Philippine Christian University on January 20, 2022. Doctor of Business Administration at Trece Martires City College in 2019. Juris Doctor ... Master of Business Administration at Philippine Christian University and also from Trece Martires City College. I have two master’s degrees. In 2015, Customs Administration at PMI College in 1984. This 24th day of August, 2023. I will be earning the degree of post-doctorate program for Strategic Management and Leadership at Philippine Christian University. I have worked in this experience as a Corporate President at an academic institution, Vice President, Director, Professor, Researcher, Colleges … Support Services Head, Military Service at the Philippine Air Force, Campus Resource Generation Officer, and Campus Infrastructure and Facility Development Officer where I have gained my skills and experience to be considered the solid foundation of my career.

I have become adept in overseeing a wide variety of operational and fiscal responsibilities and skillful in managing institutions with people of different personalities and backgrounds. I would love to help the less fortunate students of Bulacan to compete with the … possibilities in the province of Bulacan, and the economic industrial sector. As is the reason why the province established a university because they are the next leaders in the hope of this community. I would like to be with you all so that we can fulfill the role that this university takes in the needs of giving morally upstanding, self-reliant and community-oriented … inhabitants of Bulacan with quality public tertiary education, and skills-ready.


If I will be given a chance, ako ang magsisilbing tunay na ama ng BulSU na mangangalaga at magtataguyod sa bawat isa sa inyo. Sa pag-angat ng kalagayan ng faculty at employees sa pagkamit ng tagumpay ng mga mag-aaral, sa pagtulong at pagpapa-unlad ng mga komunidad ng Malolos, at sa pagsisilbi sa munisipalidad ng Bulacan, at sa lahat ng stakeholders nito, ang bawat adhikain ko ay sisiguraduhing nakalinya sa kung anuman ang nasasaad sa alituntunin ng Commission on Higher Education, Civil Service Commission, at local government unit naka-angkla sa national development of 2023 to 2028.

For deep economic and social transformation to reinvigorate job creation and accelerate poverty reduction by steering the economy back on a high-growth path, this provides equal opportunities to all Filipinos and equipping them with skills to participate fully in an innovative and globally competitive economy as a vision natin by 2040 na magkaroon ng matatag, maginhawa, at mapanatag na buhay ang bawat isa.


That by 2040, Filipinos should enjoy a strongly-rooted, comfortable and secure life. In 2040, we will all enjoy a stable and comfortable life and secure the knowledge that we have enough for our daily needs and unexpected expenses that we can plan and prepare for our own and our children's future. Our family lives together in a place of our own and we have the freedom to go … these are protected and enabled by the clean, efficient and fair government.


In my humble intention to serve, I, Dr. Reynold A. Campo, applicant for president position of the Bulacan State University, would like to present to you my vision, mission, goals, and objectives which are not intent to replace the existing VMGO of BulSU, but to let you know of my leadership direction.


No. 1, this is my vision. I will not read anymore. The vision because of the time constraint, goals, and philosophy objectives. But forward to vision and mission only. Accelerating international progress in instruction, research, extension, production and commercialization with the involvement of students, faculty, employees, alumni and communities. My mission is to provide growth and balance in academic programs that are locally reinforcing and maintain a high level of excellence and are under the production of highly trained professionals in the future.


This is my goal, subjective philosophy. So number one, administration. Under my administration, responsive leadership and governance to convey quality and commendable services. I will read two sentences. Develop strategic and developmental sustainability in organizational alignment, a continuous transformation, and the last one, lead smart governance to other universities in Asia to obtain advanced ideas and approach to academic schemes. Under my administration, lead with fairness and enhance the range and quality of individuals and groups.


Next No. 2, lead with fairness and enhance the range and quality of individual and group participation in the basic function of society;


No. 3, train the nation's manpower and skills required for nation’s development, develop professions that will provide leadership for the nation;


No. 4, the advancement of knowledge for improving the quality of human life; No. 5, respond effectively to the changing needs and conditions of the nation through the system of educational value evaluation;


No. 6, lead with quality, fairness and excellence in service.


Under my instruction, deliver quality and relevant instruction. Deliver a relevant instruction towards academic excellence. Continuously provide opportunities for public staff and students to develop both degree and non-degree programs. Rationalized course offerings to cater the demand of industries in labor markets locally and abroad.


And the last one, streamline curricular offerings with a socio-ecological landscape in educational demands in the campus.


Under the instruction, catalyzed impact for social development, economic growth, and safe environment. Develop models to scale up and out technology systems and products around the community. Develop technology-based marketing systems to support community-based product development. Develop a community university and model programs. And eventually development of the alumni relations office.


Next, under the instruction-acquired essential educational foundation towards the development of a productive university and citizen. To achieve strength and national unity in consciousness and preserve, develop, and promote desirable cultural and moral and spiritual values in a changing world. Establish sets of standards leading to qualification installed to intervene the academic operation in the university in teaching their disciplines. Next, No. 10, under research, developed technologies, products, and systems for human and nature focused on extensive services. No. 1, develop enabling policies to strengthen or establish research development extensive centers by submitting requirements, research journal for accreditation through journal incentives programs and strengthen policies and so on. And strengthen policies and guidelines on telecommunication property management and technology commercialization. Next, under the extension program, strengthen linkages and network with local, national, and international partners to uphold productivity and excellence and achieve internationalization. So conduct benchmarking activities to be participated by all concerned stakeholders to integrate potential enhancement practices from various linkages. Organize consultative meetings with concerned government and private institutions. Require faculty members to engage in global international professional organization. Establish an office for partnership and linkages to create and maintain a data bank of possible partners, packages, and document partnership agreements, solicit in following up linkages, and advocate to support convergence of codes. Next, No. 12, establish a program, focus priorities that sustainably complement the needs and provide solutions to the problem of the local community. Participate and promote the different program as a vehicle for development in different national government and development agencies.


Demonstrate the all-embracing goal of social entrepreneurship and tourism in navigating societal problems through dynamic and social value-making activities. BulSU, as a leading university for education, science, and technology, business management, engineering, tourism, public administration, entrepreneurship, and graduate school programs. Next, under production, sustain the corporate style of revenue management generation to realize income that will augment the national needs of the university in the form of income generating projects. Develop or improve this business manual with new policies for effective revenue generation activities and projects. And utilize some structural research and station output to support the operation and management of income generating projects.


So, I have a simple quotation in my own version. “Excellent leadership focuses on the growth and prosperity of everyone in the institution, regardless of the noise … or complexity of the situation because every individual matters and everything they're in is important”. Thank you.


Dr. Marwin M. Dela Cruz

I'll be presenting to you my vision, mission, and development of goals. And I entitled it as Shaping Regional Development and Higher Education Institutions of Tomorrow. An Interface Experience at Bulacan State University. From here, I draw up our vision: Bulacan State University to be the catalyst in regional development, coupled with this is our mission: Bulacan State University continuously ensures competitiveness and relevance in region, or in the region, through research, quality instruction, services to the stakeholders, and extension.


Based on this direction I set, and set by the above and mentioned vision and mission. I intend to pursue four areas by which the university will become the same beat and catalyst in regional development.


First, in the next six months, the university will function as an engine for regional development by face setting region's progress and research, and putting in place innovation and reinvigoration through access to research and knowledge creation.Specifically, we will find a niche for active involvement in the knowledge and information distribution through research to improve internal organizational process in the region.


B. We will draw agreement strategies on research and innovation in the regional development council in terms of coordinating networking of activities for development.


C. Develop tools to understand complexities and dynamism of local economic and technological development to support the community and deep change to expand their opportunities. We will initiate demand-driven practitioner and participatory research for applicable knowledge to enhance social opportunities in the region.


And, E. for research. The fifth one, we will increase the absorption capacity of the university product in business structures and state agencies.


Second, we will develop a learning region by offering flexible and innovative education as a response to the regional rapidly changing economy and allow the university to make a huge contribution to knowledge production, knowledge value-adding and knowledge transfer. From here, what we will do is to continuously comply with the regulatory agency of the government, private institutions, and other agencies dedicated to higher learning through accreditation such as to the Commission of Higher Education and other bodies.


B. We will enhance our cultural offerings that can be used for development of a new product by the industry which can serve to attract and retain creative talents in helping reduce social disparities. In this way, we will make the region more attractive to investors in the global knowledge economy.


C. We will formulate a learning economy perspective by looking beyond formal education, be it informal and non-formal learning activities that will lead to certification after completion of the program. We will facilitate teacher-led, peer-assisted, student-regulated and technology-assisted instruction that will allow instructors, teachers, professors to improve student learning and their professional practice.


D. Develop teaching activities and customized education programs through academic consortia tailored to specific needs to provide a long-term institutional change in the region.


Third, we will tool our delivery of services that will bridge policy connected onthe ground to meet the 21st century education through human capital development and formation of students as well as training activities for employees to increase outcomes.


Along this line, the university will become the classical, "civic institution”, playing an essential role in the development of cultural, political determinants of social-economic success. Specifically, we will upscale the capability of our students through curricular collaboration with industry by making it as a classroom.


B. Coordinate and cooperate with the industry through students' practical immersion and internship through alumni participation.


C. Increase the competence of academic personnel and administration in the information technology knowledge.


D. Create visions that are mindful of competitiveness and synergy that will convert them into specific objectives and achieve those objectives through effective and efficient effort for the benefit of students and faculty as well.


E. Proactively work with employees in terms of involving them in training and shaping programs accordingly and accordingly for career development centers. Faculty members, non-economic personnel, take note of this. We will establish a welfare office that will look into considering stakeholders in the global market that will be mindful of the distant future.


Fourth, we will improve our strategies in the management structures in terms of coordinating a network of activities for the development of the region by defining the role of the university in the regional development. Strategies as a matter of local self-governance, preparing communities as a potent workforce with broad knowledge in the priority fields. This extension will reinforce community-based assistance to the community in order to resolve social determinants and provide appropriate training that will assist individuals in developing their skills to engage them in a proactive way. Actually, you can find this in CMO (CHED Memorandum Order) No. 52, 2016.


B. Involve students in the engagement of community through social development.


C. Collaborate and cooperate with the communities in the creation of regional knowledge generation, acquisition, and transfer for competitive advantage.


D. Organize the community in monitoring and assessment of the university's extension activities to further enhance its services to the stakeholder.


And, last but not least, provide academic support to the region in defining the strategies and use the linkages and experience to connect internationally.


You'll find now how the university will interface the region. We will rise as a Bulacan State University so that we will help the region to develop. And as we develop the region, the region will develop the Bulacan State University. As we develop the Bulacan State University, we will develop each and every stakeholder. And that will be for the benefit of each and every one of us.
